The progressively ageing population is a global challenge. The competition to minimize ageing costs and becoming more competitive countries has started. The European population is ageing more rapidly than the one of other continents, therefore it is expected the European Union to lead the research for new solutions to tackle this phenomenon. Nevertheless, there are some disparities among the UE countries. For example, in Italy we spend less on our own welfare than in countries as France and Germany: in more detail, Italy allocates around 7.000 euros per capita for its welfare state, France allocates around 10.000 and Germany 9.000. Also, the Italian GDP per capita is lower than the one of other countries, and this partially explains why social investment, 53,3% of the whole public expenditure, is lower compared to the 58,5% and 63,3% percentages of France and Germany.A fundamental step for national healthcare systems is to enhance collaboration with profit and non-profit organizations overseeing social policies, in order to verify the citizens’ exact needs and provide appropriate answers. To mention just a few examples of synergy and development, Horizon 2020 is the EU Framework Programme for research and innovation in health and welfare systems, facing healthcare problems and rising threats; Over to Over is a EU program led by the Region Liguria, intended to help elderly people who want to keep on living in their own home, bear the costs for an adequate assistance. The key players of this first EU project on this subject are the Regions of the Italy-France cross-border maritime program, Liguria, Tuscany and Corsica, which are defining together strategic objectives and the program to pursue, thanks to a 1 million euro budget.
